HUD To Address Appraisal Bias And Discrimination By Partnering With The National Association Of Real Estate Brokers (NAREB)
HUD’s partnership with the National Association of Real Estate Brokers (NAREB) will increase education, outreach, and other efforts to tackle appraisal bias and discrimination in housing.

The Department of Housing and Urban Development (HUD) partnered with the National Association of Real Estate Brokers (NAREB) to tackle appraisal bias and discrimination in housing. This collaboration will launch in a few months and increase education, outreach, and efforts to combat racial biases in housing.
HUD’s Secretary Marcia L. Fudge said, “Owning a home provides a path to the American dream. Yet, Black and Brown people have consistently had their homes undervalued because of racial appraisal bias, locking them out of opportunities to build generational wealth. This partnership is a bold step toward remedying appraisal discrimination, closing the wealth gap, and achieving racial equity.”
The partnership will launch in October 2023. Additionally, online training will be provided to counselors for initiating roundtable discussions on biases and discrimination.
The training sessions will address strategies to counter appraisal bias, provide guidance for housing counselors assisting affected clients, and highlight available resources. HUD’s Office of Housing Counseling and National Fair Housing Training Academy will partner with NAREB to organize regional roundtables to address appraisal bias in specific regions, foster collaborations, and share housing counselor best practices.
Marcia L. Fudge also serves as the co-chair of PAVE which is an interagency task force consisting of 13 agencies to end bias in home evaluation. The PAVE task force has made critical progress since it was announced in March 2022.
