The Low Income Household Water Assistance Program (LIHWAP) offers financial assistance to households with less income and the ones struggling to pay for water and wastewater bills. Households who have high water bills can ask for the assistance under LIHWAP program. LIHWAP provides grants to the States and the states decide if the family or an individual is eligible for the assistance or not. To be eligible for LIHWAP benefits, households must have low income. The program prioritizes households whose services have been disconnected due to non-payment or are at risk of disconnection. Grant recipients must use LIHWAP funding to pay owners or operators of public water systems or treatment works to reduce customers outstanding debt. The program has been successful in providing emergency assistance to households impacted by the COVID-19 pandemic.
