Federal Housing Administration To Change Appraisal Requirements For Manufactured Homes
The updated valuation requirements for manufactured homes are part of the FHA’s initiative to enhance the availability and affordability of manufactured housing, aligning with the Biden-Harris Administration’s Housing Supply Action Plan.

The FHA has announced updated appraisal requirements for the valuation of manufactured homes certified by Fannie Mae’s MH AdvantageTM and Freddie Mac’s CHOICEHome® programs, as conveyed by Federal Housing Commissioner Julia Gordon at the Manufactured Housing Institute’s conference in Chicago.
The updates announced by the FHA align with the industry participants and will improve the valuation of the homes for borrowers seeking FHA-insured mortgages. FHA is also making efforts to icrease the availability and affordability of manufactured housing as it is part of the Housing Supply Action Plan.
HUD’s Secretary Marcia L. Fudge said, “Increasing the supply of affordable homes in this country will require us to use every tool available to us. That includes innovative solutions like manufactured housing. The critical step we’re taking today ensures HUD is in alignment with our industry partners, and it will make more quality affordable housing available to people across the country.”
Julia R. Gordon believes that updating FHA appraisal requirements aligns with the Fannie Mae and Freddie Mac certification programs as these both aid in the efforts to increase the supply and affordability of manufactured homes. By removing the roadblock, she believes that there will be growth of affordable and energy-efficient housing.
FHA’s updated policy requires appraisers to use the appropriate site-built home comparable sales when there are less than two sales. Manufactured homes include design features that make them indistinguishable from other homes and address regulatory barriers in some jurisdictions concerning the placement of manufactured homes.
