President Biden To Select HUD’s Small Business Director For Residential Rank Award
Jean Lin Pao, Director of HUD’s Office of Small and Disadvantaged Business Utilization (OSDBU), has been honored with an award for her outstanding contributions and excellence in advancing HUD’s efforts towards procurement equity.
President Joe Biden has named Jean Lin Pao as the winner of the 2023 Presidential Rank Award (PRA) for distinguished executives. The PRAs are regarded as the most prestigious award in the career of civil service as they recognize the contributions made by public servants across the federal government. HUD earned an annual procurement scorecard rating of A+ for its performance in contracting with small businesses in FY 2022. Only 1 percent of the people tend to receive the distinguished executive rank award.
HUD’s Secretary Marcia L. Fudge said, “I’m honored to serve alongside HUD’s career civil servants, who are among the finest in the country. All of us at HUD are proud of Director Pao’s accomplishments and all she does to ensure HUD empowers small and disadvantaged businesses to be active partners in our work.”
Director Pao’s role is to direct, plan, and manage HUD’s small business programs to provide businesses with universal access to HUD’s $1.5 billion in annual contracting opportunities. Director Pao transformed the way HUD OSDBU leads outreach, education, and advocacy efforts to increase small business utilization and implement new federal directives on advancing equity in federal procurement.
Director Pao said, “I am sincerely humbled by this recognition of the work my team and I do to make the Department better every day. From ensuring that small, small disadvantaged, women-, HUBZone, and service-disabled veteran-owned small businesses are empowered, to promoting diversity in government procurement, OSDBU is always focused on fairness, opportunity, and sustainable entrepreneurship.”
Director Jean Lin Pao has been an outstanding leader in advocating for small businesses. Since taking charge in Fiscal Year 2017, her leadership at OSDBU has facilitated HUD’s awarding of over $3.3 billion to small businesses through competitive procurements, resulting in substantial national savings. She has also played a key role in implementing federal policies promoting small business inclusion and supplier diversity in government procurement. Additionally, Director Pao and her team received the Partnership for Public Service’s 2020 Outstanding Alumni Award for their outreach efforts aimed at boosting federal contracting with small businesses.
The Presidential Rank Awards program was established by the Civil Service Reform Act of 1978 to recognize a selected group of members of the Senior Executive Service (SES) for delivering exceptional performance in a period of time.
