The Ohio Department of Development and Kno-Ho-Co-Ashland Community Action Commission are collaborating to assist income-eligible Ohioans with water and wastewater (sewer) bills through the Low Income Household Water Assistance Program (LIHWAP).

The recipients need to have some documents with themselves including copies of their recent water/wastewater bill, proof of disability, proof of U.S. Citizenship, and a list of all household members and proof of income.

The income should be at or below 175% of the federal poverty level. Interested ones can reach out to the Kno-Ho-Co Ashland Community Action Commission to get more information about the Low Income Household Water Assistance Program (LIHWAP) to learn how to apply for the assistance.

The Kno-Ho-Co-Ashland Community Action Commission’s Winter Crisis Program, part of the Emergency HEAP program, is providing home heating assistance to those in need. This federally funded program, administered by the Ohio Development Services Agency, Office of Community Assistance, offers financial aid to low-income households facing the threat of heating disconnection or those who have already had their service disconnected.

The households who have signed up for the PUCO-regulated utility are encouraged to sign up for the percentage of income payment plus plan (PIPP Plus) or an alternate payment plan.

Eligible households are the ones that get the notice of disconnection, or transferring new service. Moreover, the households making use of the bulk fuel must have a tank containing less than 25% of the capacity. Income documentation of all household members should also be presented.

The applicants who will be approved will have their application automatically processed for the regular HEAP program and may take advantage of the additional assistance. The households will receive financial assistance once per heating season.
