The project-based rental assistance program of HUD assists more than 1.2 Million people having low and very low incomes to get decent, safe, and affordable housing for themselves and their families. The program was authorized by congress in 1974 to assist eligible tenant families with existing rental or apartment units.

The Department of Housing and Urban Development has subsidized the rents of some residential units under section 8 new construction, substantial rehabilitation, and loan management set aside programs. This kind of assistance is deemed as project-based rental assistance.

For a determined period, the subsidy for the assisted units is paid by the department of housing and urban development. The project-based rental assistance program makes up for the difference between what the low-income household can afford and the approved rent for the housing unit in the multifamily project.

The tenants who are found eligible for receiving assistance under the project-based rental assistance program are obliged to pay the highest number of the following: 30 percent of adjusted income, 10 percent of gross income, and the welfare assistance established by HUD.

The applicants who come from low-income families and whose income does not exceed more than 50 percent of the median income for the area are eligible for getting housing assistance under the project-based rental assistance program.
